Mary E. (“Marilee”) Duncan, an attorney with Felt, Martin, Frazier & Weldon, P.C., practices primarily in the areas of public entity law, employment law, civil litigation, insurance defense, and health care law. In counseling and representing public and private entities, Ms. Duncan has developed expertise in all issues related to compliance with the myriad federal and state laws and regulations affecting these entities. A significant part of her practice involves defending schools in administrative agencies and courts. Ms. Duncan is a frequent speaker on school and employment law topics at continuing education seminars, in-services for human resources professionals and managers, and at trainings for school administrators and superintendents. Ms. Duncan also teaches as an adjunct professor at Rocky Mountain College in the master’s degree program in Education Leadership.

Ms. Duncan is a Billings, Montana native earned her J.D. from the University of Montana in 1987 where she was named Outstanding Law Student and received the American Judicature Society Service Award. Prior to private practice, she clerked for the Thirteenth Judicial District. After her clerkship, she practiced law with the Crowley Law Firm for nearly 5 years and worked in both the litigation and commercial departments developing her skills in all areas of civil practice. She joined the Felt & Martin firm in 1994.

Ms. Duncan is a member of the local, state, and American Bar Associations and is licensed to practice in the Montana state and federal courts and the 9th Circuit Court of Appeals. She is a member of the Ethics Committee and the School Law Section of the State Bar of Montana, the national Council of School Attorneys, the Montana Association of School District Attorneys, the Montana Defense Trial Lawyers Association, and the ABA Sections on Tort and Insurance Practice, State and Local Government Law, and Labor and Employment. Ms. Duncan has been awarded the “AV” rating from the premier attorney reviewing agency, Martindale-Hubbell, its top rating.
